The 2005 assessment for Medallion Taxicabs is $1000.00 per vehicle. This payment is payable in 4 installments of $250.00 per vehicle due on December 15, 2005 . |

Please make all payments by money order, Bank check or Certified check. Personal checks, cash and company checks are not acceptable. If you have a fleet of Medallion cabs you may apply to Charles Milstein for permission to use a company check. All requests must be in writing. You will be required to complete a form supplied by the Philadelphia Parking Authority.
A late payment fine of $750.00 will be assessed for payments received after December 20, 2005 .

It is your responsibility to know our Regulations, they are posted on our website at www.philapark.org. Please contact us if you have any questions.
- The colors, markings and dome on your vehicle must be exactly the same as those approved by the TLD for your Dispatcher. Contact your Dispatcher for the approved colors and markings.

If you choose to leave one Dispatch Association for another, your vehicle's colors and markings must be changed IMMEDIATLEY . You MUST notify your Dispatcher and the TLD when you are leaving their association. If you fail to do this within 48 hours, it may result in a $100 fine.

PENNDOT
Penndot services for Philadelphia Taxicabs and Limousines will be available shortly at 700 Packer Ave.
We will no longer approve Penndot paperwork for transfers of vehicles that state the license plate was destroyed, not useable, or stolen without proof. You must give us the mutilated plate or a police report stating the plate was stolen. There will be no exceptions to this rule.

Each customer must be offered a receipt for their trip. The receipt must include the following information:

As most of you know and all of you should know PPA has begun the Semi-Annual Medallion Inspections, these inspection are twice a year (every 6 months) for all Medallion vehicles. The 1st inspection is the State/Emission Inspection (please remember as of July ’05 all medallion vehicles may only get State Inspected by PPA) and the 2nd inspection is a Safety & Appearance Inspection which includes a Mechanical inspection. Both inspections are required for a medallion vehicle each year and to ensure and enforce this we issue our own PPA inspection sticker which have serial numbers and are stamped with an expiration date so to be in compliance your vehicles should now have a current Medallion, current State inspection stickers, and current PPA sticker!

The fee for these inspections is $40. If you fail and have to get re-inspected, it’s another $40 except in the case of the Emission inspection if you fail the emissions test the 1st time, when you come back to get re-inspected you will on have to pay $35 for the Mechanical portion of the State inspection, however if the vehicle fails Emission a 2nd time or the Mechanical inspection you will have to pay another $40. If a vehicle does not show up for an inspection or is more than 20 minutes late the owner will be issued a $100 Failure To Appear violation and a new appointment date is scheduled automatically by our staff and emailed to the owner. If the vehicle fails and inspection and needs to be re-inspected the OWNER must call or email Nydia Diaz who is the Inspection Scheduling Coordinator for a new appointment her email address is ndiaz@philapark.org and her phone number is 215-683-9433, you may also email me at the above email address. We will not accept calls for new appointments from drivers!!!!!

For those of you who have already been inspected you are aware that it has been a bumpy start and for those of you who have yet to be inspected or waiting to receive an inspection notice it has been confusing hearing different information from fellow medallion owners and drivers. This notice is being sent to you to hopefully clear up a lot of the misunderstanding and make the inspection process a lot more manageable for all concerned including the PPA.

Back in February of 2005 we sent out packets to all medallion owners asking them to verify certain information on our On-Line Registration, one of the questions we asked was the State/Emission sticker expiration for all vehicles, we intended to use this information to determine what months each vehicle would need to be inspected. The information we received has actually caused much of our confusion, most of the owners gave us the date that appears on the Registration Card for the vehicle, however when a vehicle is changed in the middle of it’s registration year the new inspection stickers that appear on the windshield often don’t match the Registration Cards anymore or at least not until the next State Inspection, so the appointments we have scheduled for many of the medallion vehicles are not scheduled in the right month and we’d like to correct that now, here’s how…

Our inspection scheduled is based off of the expiration date of the State/Emission Stickers on the windshield of the vehicle, we need all owners of medallions to contact their drivers and find out what is the sticker expiration date on the windshield, and email this information back to me so we can schedule your vehicles in the correct months If we do not have this information we will schedule an inspection date that will probably be the in the wrong month, your driver will still HAVE to go to the appointment and once there we will record the correct information to schedule the right appointment date and send him away, so to avoid the extra trip please take the time to help us collect this information.

We would like to send your inspection notices 30 days in advance of your appointment date, however until we have collection this information for all 1600 medallions that is not possible.

Below is an INSPECTION DATE MONTH CHART which should help you to determine in advance what months your vehicle is due for inspection. The 1st column represents the first inspection for the year which should be when your State/Emission stickers will expire; the 2nd column represents the second inspection for the year which is the PPA Safety & Appearance Inspection.

LASTLY…When you change your medallions vehicle (either because you got a new driver with a new car, the car is in bad shape, the mileage is too high or it’s more than 8 years old, whatever the reason) you MUST make a CHANGE OF VEHICLE INSPECTION appt. (you cannot just put the medallion on the new vehicle yourself that would result in a $1500 violation). This inspection will be performed at our main office @ 700 Packer Avenue. ALSO, when you are changing your vehicle you are permitted to do your own State/Emission Inspection for the first time if it is necessary prior to brining the car in for the Change of Vehicle appt. Once we inspect the vehicle and put on the new medallion you will receive a NEW Semi-Annual Inspection appointment when it’s time (remember the above chart) based off the new State/Emission Stickers on the windshield, we will collect this information at the time of the Change of Vehicle Inspection appointment. To make a Change of Vehicle appointment you should call 215-683-9444 or 215-683-9440. Change of vehicle appointments are on Tuesdays and Thursdays by appointment only!
